Second IRPF tax instalment is due today, 5 November

5 November 2026 (today, inclusive)

The second IRPF instalment (the remaining 40%) for people who filed a 2025 Renta with an amount to pay and chose the two-instalment option is due today, Thursday 5 November 2026, and applies to València city residents as a state-wide tax. If you direct-debited it, the Agencia Tributaria collects it from your account today. If you did not direct-debit, you must pay it with modelo 102 by 5 November, and the deadline to request direct debit for this instalment ended on 2 November.

Applies to people who chose to split a 2025 IRPF payment in two: 60% at filing and 40% now, with no interest if paid on time.
Direct-debit for the second instalment could only be requested until 2 November 2026 by those who had direct-debited the first.
Without direct debit, pay modelo 102 by 5 November 2026 inclusive, electronically or at a collaborating bank, branch or savings bank in Spain.
Anyone who did not direct-debit the first instalment could not add direct debit later; the deadline for that was 30 June 2026.
The 5% and 10% surcharge figures in the original item are unconfirmed; I did not verify them in a primary source.

Do: If you did not direct-debit, pay modelo 102 today through your bank's online banking, at a collaborating bank branch in Spain, or electronically via the Agencia Tributaria. If you did direct-debit, check that your account holds the 40% amount today.

General strike on 11 November likely to disrupt trains, metros and schools

Wednesday 11 November 2026 (24-hour strike)

A 24-hour national general strike on Wednesday 11 November 2026 has been called by CCOO PV, UGT PV, Intersindical Valenciana, CGT, CNT and Sindicat de Llogateres over housing costs and wages, with demonstrations planned in València city that day. The EMT València works council has backed the strike, while the UGT section at EMT has said it will not join, and minimum-service rules for Metrovalencia, EMT and the airport had not been published in the sources I found.

24-hour general strike on Wednesday 11 November 2026, called by CCOO PV, UGT PV, Intersindical, CGT, CNT and Sindicat de Llogateres.
Demonstrations are planned in València city on 11 November, alongside Alicante, Castelló and Elche.
EMT València's works council (Comité de Empresa) supports the strike; the UGT union section at EMT has said it will not join.
No minimum-service orders for Metrovalencia, EMT or the airport for 11 November were found in the sources (unconfirmed); Spanish law requires minimum services during strikes.
Olive Press reports flights, trains and schools are likely to be affected; the strike coincides with a general election on 29 November.

Do: Plan alternative transport for 11 November; check the Metrovalencia and EMT València websites for minimum-service notices and service changes in the days before, and check school and office notices for your own employer.

Low Emission Zone grace period ends with €200 fines

The Euro Weekly News article fetched for this item did not show its body text, so the claimed national end of Low Emission Zone grace periods and the €200 fine could not be verified from a primary source. Search results conflict on València city's ZBE: a valenciabonita report (26 Dec 2025) says the city council plenary on 22 Dec 2025 definitively rejected the ZBE ordinance, while older guides (race.es, autopista.es) describe fines starting 1 Dec 2025 for label-A vehicles from outside the province and wider fines from 2027–2028. Until the Ajuntament confirms the current status, no València city enforcement date can be relied on.

Euro Weekly News reports €200 fines for vehicles without the right DGT label in Low Emission Zones, but the article body did not confirm the national announcement (unconfirmed).
Race.es and autopista.es describe a €200 ZBE fine in València, with sanctions from 1 Dec 2025 for out-of-province cars and from 2027–2028 for others (conflicting, unconfirmed).
A valenciabonita report says the València council plenary on 22 Dec 2025 rejected the ZBE ordinance; a Valenciaplaza piece says the Ministry may withhold transport aid without an active ZBE.
València's ZBE covers roughly 28 km², nearly the whole municipality, and is reported to operate 24/7 (per autopista.es, unconfirmed).

Do: Do not change plans on this item yet. Check whether the València ZBE ordinance is in force on valencia.es or with the Ajuntament's Movilidad department, and check your car's DGT environmental label at dgt.es.

New decree caps annual rent rises at 2% or 0% for residents

Annual rent updates from 8 October 2026 to 31 December 2027

Royal Decree-law 29/2026 (BOE 7 Oct 2026, in force 8 Oct) limits annual rent increases on main residences until 31 December 2027. In València city, if your rent is above the reference price the increase is 0%, and if it is below, any increase without a new agreement with the landlord is capped at 2%. The decree must still be convalidated by the Congress Diputación Permanente, so its future is not yet certain.

Applies to annual rent updates on habitual residence (vivienda habitual) rentals, including in València city, from 8 October 2026 to 31 December 2027.
If your rent exceeds the reference price (Sistema Estatal de Referencia de Precios), no annual increase applies during this period.
If your rent is below the reference price, any increase is capped at 2% unless you and your landlord agree a different figure.
Fotocasa reports the cap applies whether or not the landlord is a gran tenedor and whether or not the area is zona tensionada (unconfirmed in primary text).
The decree must be convalidated by Congress within 30 days; if not, it is repealed and the cap disappears (per Gibobs, unconfirmed whether this has happened).

Do: If you rent in València city, check your contract's update clause, then compare your current rent with the reference price on the Sistema Estatal de Referencia de Precios (Ministry of Housing) and check whether Congress has convalidated RDL 29/2026 before accepting any increase above 2%.

Autónomos may be able to defer some debts; eligibility unclear

Requests must be filed before each debt's payment deadline; the higher Seguridad Social limits apply from 1 August 2026.

Spain's Real Decreto 643/2026 (29 July 2026, effective 1 August 2026, per Fiscalio) raised the Seguridad Social debt limit that can be deferred without guarantees from €30,000 to €150,000, which applies in València city as a national rule. Tax debts can be deferred through the Agencia Tributaria's electronic office, and autónomos can include up to five debts in one request. Some items cannot be deferred, including employee contributions and work-accident cover.

Seguridad Social: deferral without guarantees up to €150,000 from 1 Aug 2026 (previously €30,000), per RD 643/2026 (secondary source, unconfirmed in BOE).
Up to €250,000 deferrable without guarantees if one third is paid within 10 days and the rest over two years (previously €90,000).
Non-deferrable: employee contribution share and work-accident/occupational-illness cover, which is included in autónomo quotas.
Agencia Tributaria: autónomos can defer up to five debts per request via the sede electrónica with certificado digital, Cl@ve or DNI electrónico.
Interest accrues on deferred debts; a request must be filed before each debt's payment deadline (per secondary sources, unconfirmed).

Do: If you owe autónomo quotas, check eligibility and apply via the Seguridad Social electronic office (Sede Electrónica), or for tax debts via the Agencia Tributaria sede electrónica with Cl@ve or certificado digital, before the payment deadline.

TV channels reorganise today; rescan to keep your channels

Thursday 5 November 2026, from about 08:00

Terrestrial TV (TDT) across Spain, including València city, reorganises its channels on Thursday 5 November 2026, with the main change starting around 08:00. Clan, DKISS, Atreseries, Be Mad and Boing move to different multiplexes, so antenna-connected TVs in the city may stop showing them until rescanned. The change also brings La Séptima (initially HD) and new UHD channels, and a TV rescan fixes it without a technician.

Main change is on Thursday 5 November 2026, from about 08:00; RTVE's own multiplex changes were on 3 November.
Clan, DKISS, Atreseries, Be Mad and Boing change frequency or multiplex and may disappear until you rescan.
New state channel La Séptima starts broadcasting in HD, and La 2 UHD, Antena 3 UHD and Telecinco UHD are added.
Rescan with the TV's automatic channel search (Canales, Sintonización or similar menu); no new TV is needed for most sets.
Applies to terrestrial antenna reception in València city; the change is state-wide, so it is not a local València rule.

Do: Once it is 08:00 or later today, run the automatic channel search on each TV (menu names vary by brand) and save the new list; the official explainer is on televisiondigital.gob.es.

Fallas 2027 rules: pyrotechnic-free parks, later tents and no mojiteras

Tent installation generally 11–19 March 2027 (Crida 28 February 2027)

The Fallas 2027 Bando Fallero for València city is still in working-group drafting, and the reported measures are five pyrotechnic-free parks, night-time limits on noisy recreational fireworks, and a ban on mojiterías. Tent installation is generally set for 11–19 March 2027, with limited setups from 9 March off EMT routes, so street occupation shifts later than the usual pattern. Compromís says the petard limits cannot be fined until the municipal ordinance is changed, so enforcement is unclear.

Crida a les Falles on 28 February 2027, the official start of the festival in València city.
Tent (carpas) installation generally 11–19 March 2027; limited setups reported from 9 March off EMT bus routes (unconfirmed).
Mojiterías and similar alcohol stands banned under the draft bando; markets reportedly authorised from 9 March.
Five pyrotechnic-free green spaces: Parque de Benimar, Espai Verd de Nazaret, Parque del Oeste, Parque de Orriols and Parque de Benicalap.
Night-time limits for noisy recreational fireworks (F3 category, e.g. trueno, cohetes borrachos) reportedly from 7 March; exact hours unconfirmed and Compromís says no fines without ordinance change.

Do: Nothing to do yet; the bando is not yet published. Watch for the final text on valencia.es before planning street-side activity or noisy events for March 2027.

Verifactu and B2B e-invoicing: prepare now for next year

1 July 2027 is the current legal Verifactu deadline for autónomos (1 January 2027 for companies), unless the announced postponement to October 2028 is published in the BOE.

Verifactu (the AEAT-approved invoicing software rule) still legally applies from 1 January 2027 for companies subject to Impuesto sobre Sociedades and from 1 July 2027 for autónomos and other obligated taxpayers, including those in València city. Hacienda has announced it plans to push these obligations to October 2028, but that change was not yet published in the BOE in the sources I found. Mandatory B2B e-invoicing under Orden HAC/1028/2026 starts 6 October 2027 for firms with over €8 million in turnover and 6 October 2028 for the rest.

Verifactu legal dates: 1 January 2027 for Impuesto sobre Sociedades taxpayers; 1 July 2027 for autónomos and other obligated taxpayers (RDL 15/2025).
Hacienda announced on 5 October 2026 a plan to postpone Verifactu to October 2028; not yet formalised in the BOE at the time of sources (unconfirmed).
B2B e-invoicing (Orden HAC/1028/2026, published BOE 5 October 2026): mandatory from 6 October 2027 for businesses with over €8 million turnover.
For all other businesses and autónomos, B2B e-invoicing is set for 6 October 2028 according to secondary sources (unconfirmed against the primary text).
Valid for València city residents and businesses: the rules are national, with no municipal variation.

Do: Ask your invoicing software provider whether its product is Verifactu-compliant and what its timetable is, and check the AEAT Verifactu pages on sede.agenciatributaria.gob.es for the official status before the BOE confirms any change.

Euribor falls to 3.239%, cutting variable mortgage payments

November 2026 mortgage revisions use the October average of 3.239%; the next revision (December) will use November's average, provisionally about 3.31%.

The Banco de España's official Euríbor for October 2026 is 3.239%, published in the BOE on 4 November, and it applies to Valencia city's variable mortgages (it is a Spain-wide index, not a Comunitat-specific one). It is only 0.008 points below September's 3.247%, and about 1.05 points above October 2025, so the fall is marginal and the €900 saving claim is unverified. Mortgages revised in November use this October average, but the December revision will use November's average, provisionally about 3.311%, which would raise payments.

Banco de España's official 12-month Euríbor for October 2026 averaged 3.239%, published in BOE-A-2026-23168 (resolution of 3 November 2026).
This is down only 0.008 points from September's 3.247%, but up roughly 1.05 points on October 2025's 2.187%.
Variable mortgages are normally reset using the previous month's average, so November revisions use 3.239% and December revisions use November's average.
November 2026 provisional average is about 3.311% (unofficial, sources vary between 3.308% and 3.311%), so December payments are likely to rise.
The article's claim of over €900 yearly savings in the Comunitat Valenciana could not be verified from primary sources.

Do: Check your mortgage contract for the index, spread and revision date, and compare your bank's statement against 3.239% (November) or the December figure once the Banco de España publishes it.
